This page, at least, is rendered using CSS and HTML, with content and layout completely separated. As such, this page will render just fine on older 4.0 browsers, though it will look boring as heck. It looks really good in something more standards-compliant, though.
This is the most elegant technique and perhaps the most sought after layout: a 3 column page with a fluid center column. Easy to understand, easy to implement. The sweet CSS came from Rob Chandanais of BlueRobot.
